The UK Agency Climate: Looking Ahead to 2027

As 2026 draws to a close, the UK agency market is entering 2027 in a more positive position than many might have expected – but it remains a challenging environment.

Client spending is still moving in the right direction. UK advertising investment rose 9.3% year-on-year in Q1 2026, reaching £11.7bn, with full-year growth currently forecast at 8.2%. Marketing budgets have also remained resilient, with the latest IPA Bellwether reporting a net 6.9% of businesses increasing budgets in Q2.

But agencies aren’t necessarily finding that growth easy to capture.

The sector is becoming increasingly selective. Moore Kingston Smith’s latest outlook forecasts average agency revenue growth of 5.8% in 2026, but also highlights growing pressure on profitability, with 27% of agencies expecting revenues to decline.

Heading into 2027, the agencies that thrive are likely to be those that can combine a clear proposition, demonstrable commercial value and a consistent approach to new business.

AI will continue to reshape how agencies operate, creating opportunities to improve productivity and margins – but also putting pressure on agencies to justify their value beyond simply producing work. At the same time, clients are scrutinising budgets more closely and increasingly looking for measurable outcomes.

For agency leaders, that makes their new business pipeline particularly important. Relying solely on referrals, existing clients and inbound enquiries can leave growth exposed when market conditions change or a major account reduces its spend.

The opportunity in 2027 isn’t necessarily about chasing more prospects. It’s about being more deliberate: identifying the right prospects, having a differentiated reason to engage, nurturing relationships consistently and creating a new-business engine that operates alongside the day-to-day delivery of client work.

The outlook is therefore one of cautious optimism. Advertising and marketing investment is expected to continue growing into 2027, while the wider UK economy is also forecast to improve.

There is undoubtedly growth in the market.

The question for agencies is whether they have the proposition, commercial focus and pipeline to capture it.
